Winneshiek County Jail Mail
Mail to an inmate must use the inmate's name and the jail address. The county requires complete forwarding address information on the front center of incoming and outgoing mail and a complete return address on the upper-left front of the envelope. Winneshiek County Jail Payments
Room and board is a separate jail debt issue from placing funds on an inmate account. Winneshiek County lists room and board at $70 per day. Winneshiek County Jail Programs
Winneshiek County names several program and service partners on the jail page. Northeast Iowa Community College assists inmates working toward HSED, formerly known as GED. Integrated Telehealth Partners provides mental-health evaluations and medications. County Social Services supports mental-health services during custody and after release. Winneshiek County Public Health supported COVID-19 testing and vaccines. Manpower is named for job opportunities for inmates who are unemployed and finished serving time or awaiting residential placement where work is required.
The county does not claim ACA accreditation, and the inspected page did not publish a grievance policy, religious-services schedule, sick-call form, medical co-pay schedule, or housing classification policy. Iowa jail oversight still applies. Iowa Code section 356.36 directs minimum jail standards, and Iowa Administrative Code chapter 201-50 includes annual jail inspection and rated-capacity rules.
